The server sends the packet or frame out onto the network. The access control unit, which mediates access to the network, sends the packet/frame onto the addressed destination, workstation B. The red dot signifies the packet/frame whilst it is being transmitted around the network. The green dot signifies the packet/frame being received at the destination station.
